No water to ice maker. I replaced the water value part number 4389177 and it still does not work. I tested the value with an ohm meter and it read 173 for the ice maker and 230 for the water. The water works. I read that the ohm readings should be over 200. THe value was received loose in a box with no packing material to hold it from bouncing around.

Your fill valve solenoids are not the likely problem, your resistance readings are within the factory tolerances. Did you check to see if you had a frozen fill tube to the icemaker ? When the icemaker cycles, do you have voltage to the solenoid, from the icemaker control module ? This is where you should start looking at this point.
