I've already changed the heating element, main control board, and thermostat's. When I jumper the switch for heating (RL2) I get high heat. Can't see on the diagram what else could be related to the problem.

Based on the information I have,and your information you probably have : A broken red/ black wire from the themal fuse to the control board(J2-1) terminal. A bad RL2 relay on the new control board. I believe you'll find a bad relay, but check for 120 volts at the J2-1 terminal on the control board first. * be careful, this is a live voltage test and you could hurt yourself * Hope this helps
