Heating element was burned out so I replaced with new element as well as new thermostat. Dryer turns on but element does not heat up. What else should be checked?

Does your house have fuses or circuit breakers that power the dryer? Do you have 240 volts to the dryer? You see a dryer can run on 120 volts, but not heat. So you might be missing half your voltage. Or you could have a bad timer or burnt off wire or an open cycling thermostat.
