Does the compressor work?
How hot is the compressor on touch?
Does the fan motor next to the compressor work?
Does the condenser clean?
Does the fan motor inside the freezer work?
Can you see a frost build-up on the rear panel in the freezer?

I shut off both temp controls, and then turned them both back on to the highest setting. to no avail.

Did you turn them off and on the same time?
You have to wait at least 10-15 minutes to turn it on again. Otherwise it can damage the compressor.
Both temperature controls set to the highest settings will make the freezer cold and the refrigerator warm.
