The fan motor quit working. So I removed the panel cover and by spinning the motor stem and then starting the dryer I got it to run. I was priming it so to speak. Is that what the capacitor is supposed to do?

Yes, that is what the capacitor is supposed to do, but it is rare that a capacitor fails. You can try replacing it, and if you purchase from this site and it does not fix things you may be able to return it for a refund. See the returns policy or talk with APP before you order it.
If the problem persists it may be that the motor itself is in the process of failing.
