Replace high limit thermostat a or cycling thermostat along with the thermal fuse?

I read Gene's post recently and easily diagnosed and fixed the thermal fuse on my dryer (Thanks Gene!). But on one of his posting he said if the thermal fuse is blown, you should also replace the cycling thermostat but in another post he said replace the high limit thermostat if the thermal fuse is blown. So which one do I replace? The cycling thermostat or/or the high limit thermostat? Also could someone tell me why would you need to replace it?
