My tappan oven is lazy in at times and I have found it requires a tap with a rolling pin in the regulator to get it to fire.
When I set the dial I'll get a little gas smell and the ignitor lights but sometime I must slamm the door or tap the regulator. Lately its been slowing during cooking as well. Seem to be dueing the cold months but may not be the case. I had the ignitor replaced about 2 years ago and the oven is used in a normal fashion.
ignitor or regulator?

did the problem go away with the replacement of the ignitor ? ( is the oven self clean or not ? )

It is has a self cleaning option, the ignitor was replace a few years back but it was total loss...it just quite working all together. The current ignitor looks strong.

top burners work ? could be moisture in the regulator...

top burners work fine, I was guessing something was making the regulator stick ..the bottle is just on the other side of the wall and super cold right now and then comes into a warm house.

if the top burners work ok, it shouldnt be a regulator problem... really should check amperage of the ignitor and possibly could be the electric valve that opens up to allow gas to the bake burner ..
