Many units have a thermal cutoff that kills power to the elements.
It is usually mounted on the back of the oven. But some units have it on the top of the oven. |

Here are my limits, lol, what does a thermal cutoff look like on these units? I do not know as you did not include a model number. Even with a model number I may not be able to find it as I do not have access to Dacor info. On other brands they look like the following Part number: AP4096908

I went to the Sears parts site and searched for ECS227. If you look in the Cell Assy 1 section I think Item 14 (part number 62775) is the hi-limit thermostat. Looks like it is mounted ion the top of the oven. If I then look up 62775 on AppliancePartsPros the following comes up. The red dot in the center is probably a reset button. Push it in to reset the thermostat. Click on the picture for more info about the part. Part number: AP3391739

I have tried resetting that switch and it does not seemed to be tripped. I even tried disconnecting lower unit and wiring into upper units high temp limiter switch and still nothing.

Sorry but I cannot help anymore as I do not have access to Dacor info.
The upper element works so you have 240 volts.
I do not know if this unit has two hi-limits in it one for the top unit and one for the bottom unit. All I can suggest is that you trace the element wires. |

One thing I can add is do not trust the pop outs measure it with a meter to be sure it is OK.
Also some units use a similar shaped thermostat to run the cooling fan. That thermostat is usually on the top of the oven. |
