Please double check and post the complete model number of your dishwasher.
Also there are a couple of things I'd like to ask you: does water fills in so it's almost up to the heating element? Have you checked two filters under the lower wash arm?
If those filters are clogged with calcium deposits the water pressure won't be enough to shoot up into the upper wash arms.
