My dishwasher lower spray arm spins about 12 times a minute and the water jet does not reach the top of the dishwasher. Could this be why it's not cleaning well? I cleaned the filters abd checked all the jets, it had over an inch of water in the bottom. What else could be the problem?

I think the top section of my telescoping tube that shoots up is missing. I only have two. This would explain my issue right? Seems to make sense.

Your model number is missing a couple digits so you will have to choose the correct unit from the Matching Model Numbers section.
You can then take a look at what the arm should look like.
