Only the bottom part of the Freezer and Fridge is cold.

Remove the freezer back panel and describe the frost pattern.

Also does the evaporator/freezer fan run?

It should be on when the compressor is on.
One caveat is that there is a delay just after e defrost cycle.

I am off to the cabin for a couple days so will not be available.
Richappy should be able to give you any additional help if you need it.
He knows a lot more about fridges than I do.
