I hope this question has not been asked, I have searched and I can not find anything similar. I bought this chest freezer used and it will not get cold, when I plug it in it "turns on" but I don't think it is fully turning on, it is super quiet kinda like the compressor is turning on but not fully, if that makes since. After I run it for a bit I do hear some fluid moving sounds so I assume it is working enough to condense the freon. I have also tried bypassing the thermostat, and that didn't make any difference, turned on but still not "fully". It doesn't get even a little bit cold, I don't know where the condenser or evaporator is, I assume they are embedded in interior and exterior skin? And the compressor is the big round black thing in the bottom right? I can take some pictures if it would help.

If the compressor is hot and vibrating. you have serious system problems. Probably not worth fixing.

The compressor is getting hot and vibrating, figured that was normal, what is wrong with it?

You probably have an evaporator leak and damaged compressor, assuming an R134A system.
