Belts and pulleys are on bottom of machine. Tilt back for access. Rotate main pulley in center CW for spin, CCW for agitate. If it won't go CCW, check under agitator for clothing jamming it. If that's clear, take the dust cover off the main pulley and inspect the stop lug. The lug is splined to the transmission input shaft. The pulley has a "dog" on it that drives the stop lug which drives the input shaft for agitation. If pulley and stop lug are intact but you can't rotate pulley in CCW direction, the transmission is faulty.

The pulley moves both cw and ccw. i moved the main pulley by hand and the belt. could the problem be the other belt because when the the washer is suppose to agitate it makes a high squeak and starts to smell like rubber burning. thanks Tim

Could be a faulty drain pump. Tilt the machine back just enough to see what's going on under there during agitation. Make sure the motor glides freely on the motor mount.

Could still be the pump. Pump rotates in opposite direction during agitation. Need to determine if motor is running or locked up and just humming during agitation.

Motor pulley is on the left, pump on the right, transmission in the middle.
