How do I tell if sufficient water is entering the DW? Is the water supposed to cover the heater element? Should it go up to the bottom of the float, maybe?

take your supply line put it in a 1 gallon empty container you should be able to fill the gallon jug in 1 minute if you don't you have too low of water pressure. It depends on your float switch it should lift the float switch up and the switch should turn the water off from coming in.

Thanks, would it be better to check the rate after the supply valve or even the volume? That way I'd know if the supply valve was clogged.

Remove the connection at your water inlet valve on you dishwasher and take that hose to a gallon.......so that way it eliminates the dishwasher so you can isolate your problem and go from there
