Unable to leave my hand there for longer than 5 or 10 seconds. Is this part of the exterior moisture reduction system or part of the freezer defroster system? Any troubleshooting info would be appreciated.

Remove the front grill and the rear cover and check if the condenser coils are clogged with the dirt and if the condenser fan motor is running. If I unplug fridge and plug back in, wait 7 minutes - the fan runs for 20 seconds and stops. Any ideas for next steps? This is a KitchenAid KSCS25inss01 about 6 years old. Thx.
