I know this problem has been posted a lot, but I can't find a post that talks about my specific problems. So, any help would be appreciated.

I have a Kenmore that is about 3 years old. For over a year at least, it has not been working correctly. The fridge is always approx. 45-50 degrees. Sometimes, it is warmer. The milk usually goes bad after 4 or 5 days.

In the freezer, you can tell that things freeze and then defrost. When I take out a tv dinner for example, the cardboard box seems almost wet and mushy. There is about half an inch of frost on some of the other boxes in there. Also, on the right side of the freezer, there is a forzen puddle of water that goes from the back panel to the freezer door. The coils behind the plastic panel inside the freezer are not iced over, BUT the fan freezes over and there is also ice all inside that plastic panel.

I have had a technician come out 3 times, from 2 different repair companies. The only thing that they do is take the panel off and defrost everything with a heat gun. I have also had to do this about 3 times myself due to the fan icing over.

Remove the freezer panel and describe the frost pattern, if only partial frost, you have sealed system problems.

After taking this picture, I discovered the drain hole is frozen solid. Would that be what's causing all of the problems??

Update:

So I unclogged the drain hole with a metal hanger. I defrosted the plastic panel. I vacuumed the dust off of the rear panel. I'll see what happens. When I touched the compressor while I was back there, it was burning hot. I don't know if that means anything. Also the drip pan was dry and looked like there hadn't been anything in there in years.

Did the fan next to the compressor work at that time?

If it did not but the compressor did, check the fan motor for continuity. Replace if it's open.
