This is what I came up with starting at the lowest ohm setting and moving up if needed.
Heater: OL at all settings Flow switch removed from the heater : 000.0 ohms NTC: 57.8 Kohms Hi-limit: never got stable to one setting and ranged between 14 and .4 ohms.
I did the NTC and Hi-limit test with the sensor still attached to the heater.

How did you check the heater? Did you remove the wires? If you did then the heater is bad. - The heater assembly Part number: 264462

I replaced the heater and the machine it goes thru the cycle without any problems. But it does not desolve all the detergent in the dispenser. This is odd cause it has never done this before. If you have any suggestions please let me know. Thank you very much for all your help.

What kind of detergent did you use?
Open the door during the wash cycle to check how much water is inside and post the result.

If that model has 3 washing arms then I am missing one the one on the roof of the machine. That would explain why it does not clear the dispenser cause it does not build up enough pressure. Pls let me know.
