Not sure what he is talking about re: both panels
Perhaps he wants to replace the control board Item 19 in the "Unit parts" section and the display control board Item 6 in the "Control parts" section.
These could cause the problem.

More info on the problem might help.
When you say not cooling, are both the freezer and fresh food sections at room temperature?
Is the compressor running?
Are condenser coils under the unit clean?
Are the condenser fan and evaporator fans running?
Is the compressor running?
Have you removed the evaporator coil cover, to see if there is any frost at all on the coils?
Have you unplugged it for half an hour or so to see if it will reset?

Could not find a service manual for this unit.

Run the diagnostics on the tech sheet.

Here is a good site with basic fridge info

Looks to me as if you have a main refrigerator control board and the compressor's inverter board.

The control board is in another case, I think!!!
You will see the large wiring harness going into it.

Look in the parts breakdown Item i9 in the "Unit parts" section

I just replaced the controller board to fix a similar problem. The board that you have bought is the correct board. The circuit board that you have opened in your refrigerator is the invertor board (i think it controls the compressor). The control board board is to the left of the invertor board - it is covered by a metal enclosure.
