when the unit is plugged in you can hear the comp. and condenser fan on. The digital temp control shows both sides at 70-75. I do not hear the evap fan running and the control shows the freezer setting at 0 and the fridge at 38. I have a multi meter but I'm not sure how to test the control box. Could it be something other then the control and if so where would be a good place to start?

Hello.

Open the compressor compartment and make sure that both compressor and condenser motor are running. compressor should be hot to the touch.
Next take the rear panel out in the freezer and look at the evaporator coils. Are they covered with frost?
If the evaporator fan is not running using the multimeter, check for 120v at it's contacts with door switch closed.

Ok so I checked everything up to the fan and noticed the fan was spinning slowly and iradic. I pulled the fan and hooked it up to 120v and same thing so I think it's safe to say the fan motor is bad

What about the rest: is the coils getting frosted?

The fridge has been unplugged to keep anything from burning out but when I plugged it in to check the fan the coils did get very cold.

Replaced the fan moter and the terminals touched, fan is still good but not working in unit. Is there are fuse or did the control burn out?

Hi.

Leave the old evap motor in, reinstall the cover and run the frig for 12 hrs. Put the thermometer inside the freezer, then in to the refrigerator.

Post the results.

I dont understand this, what thermometer? the coils are frosting up but the new fan isnt coming on.

Hi.

Is the new fan rated at 120VAC?
What is a voltage coming to the motor?
Check it with frosted evaporator.
If you plug the motor directly in the outlet will it work normally?
If you don't get the 120VAC to the motor from the control board - replace the board.
