Broiler doesnt come on.is the element usually the issue?

Yes chances are it just a bad broil element.

The way to tell for sure would be to use a volt/ohm meter to check it.
If you do not have a meter take a look at the wires plugged into the element as sometimes one will burn off.

If a wire is burnt off then repair the wire and try it before you order a new element.
