I have a GE Top load washer Model WLSR3000G1WW. it will fill and drain water but will not spin or agitate. My husband has bypassed the inline fuse & lid switch. Still will not agitate. Other things he has tried: belt is on and looks fine. can freely move where the belt is and it turns the agitator inside the washer. the green light blinks about once every 9 seconds. last time washer was run, the lid was opened in the final spin. it usually slows down on its own, but continued to spin with the lid open.

It seems like you are not getting error messages from the inverters, so the most likely problem is the control unit. Try changing it out and see if that helps.

The washer does not have a error screen on the front. where else would the error messages be?

The error codes are generated by a blinking light on the motor.
