The control board circuit is not recognizing a resistance change in the water temperature sensor. You most likely have a loose connection at the tub sensor , or a bad heater. Part number: AP3128829
Part number: AP3865677
( the replacement heater has both components pre mounted to the bracket) You can gain access to both components by removing the lower access panel, both parts are secured to the bracket, at the 6 o'clock position on the front of the outer tub cover. Good Luck, :) :) :)

Once you locate the heating element and the water temperature sensor you will want to take resistance measurements of them both.
Unplug unit, remove wire connections to water temperature sensor and heating element. Set your multimeter to measure resistance... Ohms, and test the temperature sensor, if it is infinite resistance - then the sensor is open, and has failed. If it reads resistance... following is normal...
Temperature of sensor... approx. 32 F resistance should be 35.9k ohms 85 F resistance should be 9.7k ohms 104 F resistance should be 6.6k ohms
Basically it should be around 8k ohms to 5k ohms.... and if it is, then it tests ok per manufacturer specs.
The heating element should not read infinite resistance or it has failed. Otherwise it should read approximately 6 to 9 ohms, maybe a little higher...
If one has failed, replace it. If both pass tests, then check all connections and wires on control board and both sensor and element...
It is possible that it is the control board, but you will want to start with those components first.
good luck
