When I turn the oven knowb to a temperature, the element lights up red hot. However the gas never kicks on and the element sits there red hot. Any suggestions?

Most likly the ignitor isn't hot enough to open the valve or the valve itself is bad. Here's the breakdown on your unit. Model MGR4411BDW Nat

Is there a way to test the ignitor? Also if the igniter was bad would it have an effect on the burns on the top of the stove?

Those ignitors should be bright yellow in the center, like the sun, if they are hot enough to light. And no that wouldn't effect the burners on top. Are your burners having a problem too?

no problem with the burners. The ignitor is getting bright yellow, so I'm confident the ignitor is good.

Then you will probably need to check the valve itself with an ohm meter. Part Valve, oven Nat

This is what to do. Set the ohmmeter to the R x 1 scale. Touch the test leads to the solenoid terminals on the gas safety valve. The meter should indicate less than 1 ohmNat
