Could be just the pump needs cleaning out re: filters and chopper /impeller. Most units fill to just below the heating element. If you are not sure that iot is getting enough water even with the new valve you could add a quart or so of water after each fill. If it then runs OK you know that you have a fill problem. Just be careful that you do not overfill the unit.
