Seems normal to me, do the burners heat up well at a medium control setting?

Well my wife tried to cook noodles on high and it comes almost a boil and then you see it turn off. Then a little bit later it turns back on. They all do this the oven is fine though. Its plugged in to a 15Amp circuit. Its just odd.So they share a common junction of some sort. (thermostat, power surge/draw thru circuit or ?) As far as the Medium setting I tryed it turns on for about 6 to 8 seconds and kicks off. No pan on it.

So I turned them on high they all seemed to stay on > So then I put a pan of water on them. Moved the pan to each burner (on high still) Thats when the burner starts to turn on and off when the pan is on them? It takes less than a min for the burners to do this. The water by the way did not boil. I must be missing something or what!? heck it could be normal but the water still didn't boil. By the way when they are not on high and all on a setting of eight they seemed to turn off some what close to each other but no not at the same time.

Need make and model # for this.
Each burner has a over temperature thermostat. Usually takes a few minutes to click back on. If this is true, you have problems with each burner.
Check your line voltage, might be higher than 240 volts, if so that would be your problem
