I've followed all the wiring diagrams provided and even cross checked them with other websites. Everything is hooked up correctly, still, the lower heating element continues to heat up when the oven is off. Is it possible that it could only be the element at this point?

So you did replace the control board and it did not solve the problem? What is the complete model number of the unit? What is the part number of the control board you installed? You probably have to check all wires from the heating element to the control board, especially for a crossed wires. It might be a broken wire insulation and such wire can touch a metal part. Gene.
