When the lever of the ice maker is in the up position I still get water comming down the tube to the ice maker and slowly freezing up the tube causing the water to then run over the tube and into the ice bin . can anyone help. could it be a bad water inlet valve

If you still get water in the IM when it should be off then I would say yes it's the water valve.
