Check how the chopper engages the pump impeller. You also may have a clog going to the upper spray arm. If this is not the issue then very likely the pump itself is the culprit. - The chopper assembly Part number: AP3039186

What do you mean by "Check how the chopper engages the pump impeller"? Also, did the amount of water in the bottom of the dishwasher sound right?

You should feel some tension when you turn the chopper manually. I believe CCW.
It sounds good but you can dump an extra gallon to see how if it works.
