The washer fills and stops. We can cancel to unlock the door so that we can reprogram the washer to spin/drain. While it does not spin, the water is pumped out. We have taken the top off and the belt is fine. The drum is not frozen as we can turn freely by hand. Could this be a motor problem or a circuit board problem? Also, when trying to diagnose the problem we felt that the water was not filling enough. Perhaps we are wrong. How high should the water get on the window of the washer?

There should be tech notes inside the lower service panel which will tell you how to put it in diagnosistic mode and what to check. Focus on the speed control board which is usually the problem in situations like yours.
Cannot really say about the water level, after you get it going see if your clothes are clean enough.

Is the speed control board down toward the bottom next to the motor?

frigidaire front load washer will not spin. Makes draining noise but does not spin :(

If it drains and doesn't spin and just makes a sound. It's your Door lock assembly. part #131763202 Get in on ******** $40 including shipping
If it doesn't drain or spin the drain hose is plugged up. the one before the pump. It has an accordian type design to it. Just take it off and clean out the crap and you're good to go
