The bottom portion of the freezer and refridgerator are cooling properly, however the top portion of both are not cooling. Could it be the evaporator fan? Very little cool air is coming in through the top vents.

Yes, the freezer fan is not moving the air like it should, you will need a new main board, not a fan, to fix this problem. WR55x10552 is the part# needed

This is assuming you don't have a ton of frost on the back wall of the freezer.

Yes, there was frost on the back. I unplugged the unit and used a hair dryer to remove the ice from the coils.
