Place the oven thermometer in the middle of the upper oven cavity. Set the Bake on 350 degrees and do not open the oven door for about 10 minutes after the oven preheated. Open the oven door, check the temperature and post the result.

after 20 minutes the control panel read 235 and the thermometer read 150...
after 30 minutes the panel read 260 and the thermometer read 180...

ira, Did the Bake heating element get red while it was ON? If not, remove the Bake heating element, disconnect the wires from its terminals and the heating element for continuity. If the heating element is open, replace the heating element. If the heating element is fine, replace the control board. - The Bake heating element Part number: AP4089972

Do not open the oven door while the test is running. Open the oven door about 10 minutes after it beeped preheated to read the temperature.
Gene.
P.S. Did the Bake heating element get red while the oven was on?

gene, i didnt open the door until after it hit 350...and i am not seeing the element getting red...something is getting the oven warm not the element...would love to return it as that wasnt the problem...just would like to figure out what is wrong with the oven and get it working....
thanks again ira

You said you replaced the control panel. Which part did you cal "control panel" #1 or #3 on the diagram? You have to have a simple multimeter to perform the troubleshooting to avoid guessing and replacing unneeded parts. Gene.
