Washer cycle selection control knobs consist of a skirt & a knob. I just got the machine used. Does the skirt that allows you to select the washer cycle and the knob that controls on/off rotated together as if they were one or are they totally seperate?

If you turn the knob only (pushed in or not) it does not rotate to any selections. Are the knob & plate supposed to interact when rotated?
