Washer cycle selection control knobs consist of a skirt & a knob. I just got the machine used. Does the skirt that allows you to select the washer cycle and the knob that controls on/off rotated together as if they were one or are they totally seperate?

I was already aware that you have the knob & plate but my question is how the two parts are supposed to function. When you turn the knob, is that supposed to rotate the plate to the function you are selecting? As it stands now, you rotate the plate but it's smooth and has no easy way of grasping. If you turn the knob only (pushed in or not) it does not rotate to any selections. Are the knob & plate supposed to interact when rotated?
