The igniter glows cherry red to almost white hot but the oven will not lite , gas won't turn on . is it the safety valve or could it be something else ?

Even the igniter does glow there is still a big chance for the igniter to be too weak to open the gas valve. You have to measure the current drawn by the igniter. If the reading is 3.2 amps or less, the igniter has to be replaced.

The original Bake igniter is very expensive. The Appliance Parts Pros price is $167.76. You can replace this igniter with GE made igniter which is exactly the same electrically. The difference is only in connections. It does not have a plug and has to be spliced in. It will cost you just $29.95
