Let's find out if your fan or board is bad, disconnect the plug from the condenser fan and measure voltage from the red an white wire, you should have about 13volts DC,this is a dc motor so make sure you have your meter set on dc. If you have 13 volts replace the motor, if you don't have 13 volts, replace your board.

Yellow wire is not used on this model, you deffinatly need a new control board, and the good news is your board replacement is covered 100% by GE, There has been a high percentage of these boards failing, and your serial# falls into the board replacement program GE has going on. You wont have to pay anything as long as you call GE for service. When you call in let them no this is not cooling and you should have a tech there same day or next day.
