check to see if the heating element is shorted to the frame. is the element on at all times or only when you push start? and does the motor hum at all when you push the start button?

i'm assuming you know how to check that but if not you'll want to set your meter to continuity and pull the wires off the heating element then put one lead where the wires connect and the other on the casing that holds the heating element - if you get continuity that way then the element is shorted and you'll need to replace it whether it fixes your original problem of not starting or not.
