I have a Ge side by side refrigerator that started to not cycle on sporatically. It can run fine for a day or a few weeks but then it will just not turn on. If I turn the temp control to off and then back on it will start running again. Sometimes that will not work and if I manually move the defrost timer one or two clicks it starts. Do I need to change the timer, the temp control, both or something else.

Since moving the defrost timer always works I would replace that first.
Sounds like it is hanging up right at the end of the defrost cycle.
