Am not sure but I am assuming the thermal fuse you are referring to is the one on the heating assembly.

I would check the heater for a grounded element.
Remove both wires from the heater and measure it, should be around 10 ohms.
Then measure from each connector to the heater case, both should be infinity (open).
Also check that there is no flash marks on the inside of the heater case, as sometimes the coil can sag when hot and touch the case,
What happens is the heater can ground out and depending where/how it grounds it will run on high heat, the thermostats cannot regulate the heat and it will blow the fuse.

It is a good policy to replace both the fuse and the hi-limit as the hi-limit should have regulated the temperature so the fuse did not blow.

I would also check the unit's drum seals etc. The regulating thermostat is on the blower assembly so if there is a large air leak somewhere room air is sucked in. The thermostat then causes the unit to run on high heat and never turn off.

You may want to also check the operating thermostat. Remove it, place it on a stove element heat it up till you hear it open and then measure it. If it does not open it's contacts are welded together. Be careful you do not burn yourself. I just heat them up with my soldering gun.

As usual when a thermal fuse blows give the interior a good cleaning including the blower wheel. Also check/clean your vent system.
