So I had the Sear guy come out and find out why my dishwasher would not drain, turns out it was a bad solenoid, however he did not check after repalcing the solenoid (I did) that it would not turn thru the cycles, the dial just stays on whatever cycle you turn it to. What would cause the dial not to go thru the cycles?

The problem with your dishwasher is a bad timer which caused damage to the drain solenoid. The timer has to be replaced, otherwise the new solenoid will gone bad very soon. - The part number for the timer is AP2039586 Gene.
