I have a washer that just started to smell of burnt rubber and it did not drain. I took off the front to see it it was the belt again and that is fine. I ran it and the water comes in but does not drain all the way. Everything underneath was spinning and sounding ok.

I would check the pump and drain hoses. If you need more info please post a model number and any more description you think would be helpful.
