It's not the switches. Only the switch connected to the white wires is kicking the breaker. Other side is fine. I swapped the switches and the problem stayed with the white wires. I traced all the white wires looking for a bad spot but found nothing. ???????

If you know how to read wiring diagrams, check out this diagram for your model. Check the heater, the water fill valve and the pump/motor assembly.
