The off button for the oven does not work. All other functions seem to work fine. Is there any way to fix this other than replacing the entire control membrane?

Open the control panel and remove the control panel ribbon cable from the control board. Check the tracks in the ribbon cable for a hairline cracks using a magnifier. Clean the connector on the board using an electronics contact cleaner or isopropyl alcohol and a tooth brush. Let the solvent to evaporate before reconnect the cable. If it would not help then the membrane switch has to be replaced. If you need the correct part number then post the color of the key pad.
