Sounds like a broken belt.

Open the lint screen lid and take out the two phillips head screws you see. Then insert a screw driver or putty knife in the gap between the top and the front and release the top, which will flip up. You can now see the belt, or in your case, where the belt is supposed to be.

To replace it, take off the front, and remove the old belt which should be on the floor and put on the new one.

It was not the belt could it be the thermal fuse?

If the dryer will heat but not tumble then either the belt is broken or off the pulley(which you say it is not) or the drum is hung up in some way or the motor is not turning.

See if you can easly turn the drum, if you can then the likely problem is a bad motor. See if it is turning or trying to turn.
