A friend asked me to look into her washer, seems that the water level sensor is not telling the water to stop filling the tub. I disconnected the clear tube going from outside tub to control panel, seems to have a block of hair etc logged in it. It also looks as it the is an oriface or peice of metal stuck in there as well. Is this supposed to be there?

No, the tube must be totally clear. Clean it out, reattach it and you should be fine.
