With any cycle, it fills with water and then clicks off. It does not agitate. If we manually forward it to a later part of the cycle such as rinse or drain, it will no perform those either.

We disassembled and reassembled the agitator, checked the pumps and hoses and found no obvious issues. Any suggestions?

Remove the cabinet and unplug the motor connector. Check for corrosion on the pins or burnt/broken wires. Also check the two connections on the motor thermal overload switch for the same thing.

Do you hear any noise from the motor when it should be agitating or drain/spinning? Does the timer advance on it's own after tub is full of water or you have it in spin mode?

Found no corrosion or burnt/broken pins or wires.
Do you hear any noise from the motor when it should be agitating or drain/spinning?

Just now, it filled with water and agitated, it even sounded like it began the next cycle, but then it stopped shortly after it started. The timer did not advance. I manually moved it ahead to the Spin cycle and while I hear clicking noises, nothing happens.

Sounds like an open neutral problem. Neutral from power cord comes in on the white wire at motor connector which jumps to the thermal overload switch, other side of switch goes to motor windings and back out of motor connector on white/black wire to timer. Double check those connections on the motor overload. Do continuity checks on it. Faulty timer is another possibility. Use the wiring diagram and make some continuity checks to find where your losing power.
