ok i replaced the clutch and brake pads on this washer and now the capacitor is bubbling out liquid and smoking what could be causing this to happen

Either power is applied to the motor but it isn't rotating up to speed, the motor centrifugal mechanism isn't working or the motor switch start winding contact is stuck closed. The capacitor is only in circuit for the split second or so that it takes to get the motor up to speed at which time the centrifugal switch opens the circuit. If left in circuit, the capacitor will be damaged.
