The ice-maker works fine, but the water dispenser does not dispense water. When water is "called for", it sounds like the water is running, but no water comes out. However, it must be leaking from the back of the fridge, as I am getting water in my basement under the kitchen floor beneath the fridge.

BUT the water line must be ok, since the icemaker works fine with no leaking, and I assume the water line feeds both the icemaker and the cold water dispenser.

What can be causing the cold water line to leak, but not dispense water?
