Refrigerator and freezer not cooling. Had this problem 4 years ago, had repairmen come in and said the circut board was bad replaced for 375.00. This time I would like to do it my self, but not sure if this is the problem. Need to know how and what to test.

If no fans running, probably a bad adaptive defrost board AP4070403 located behind the control panel. Might want to tap on the cold control to see if that's the problem. If defrost board is bad, add a 1000 joule surge protector to the wall outlet to prevent future problems.
