Refrigerator and freezer not cooling. Had this problem 4 years ago, had repairmen come in and said the circut board was bad replaced for 375.00. This time I would like to do it my self, but not sure if this is the problem. Need to know how and what to test.

If no fans running, probably a bad adaptive defrost board AP4070403 located behind the control panel. Might want to tap on the cold control to see if that's the problem.
If defrost board is bad, add a 1000 joule surge protector to the wall outlet to prevent future problems.

Try adjusting the temperature thermostat. If it fires up then that is the likely cause.

Try removing power/unplug it for a couple minutes to see if it will fire up.
If it does then as richappy said the likely cause is the defrost board (Item 13 in Section 2).

Here are your parts, includes a wiring diagram.

Fan is running in back of freezer I adjusted temperature seemed like compressor kicked on will let run and see if cools down.
