When trying to set the clock or timer, the digits bounce around. When trying to increase the time the numbers might go up then down then up. Nothing feels bad with the shaft but... Any suggestions would be appreciated.

Here are your parts
Parts for Maytag CWE4020ACB Oven - AppliancePartsPros.com

Could be the potentiometer (pot) is bad. If that is what is used to set the time.

Get a can of electronics contact cleaner.
Unplug the unit.
Unplug the timer if you have to.
Then spray cleaner into the pot while rotating it back and forth.
Be sure to leave it long enough for the vapors to dissipate before reapplying power.

If that does nothing then you may have to live with it.

Note that there are companies out there that repair obsolete timers, Google "appliance timer repair".

Thanks for the quick reply. It doesn't feel like a pot. More like some kind of gear since you can feel 'clicks'. Any idea as to the function of part ID 23 on the control panel diagram is for? Here's a link to the parts page:
