Hi.

According the wiring diagram the each broil element in your oven is powered up by it own relay board. That mean there are two problems not one.
You should start with checking each broil element for continuity.
Turn off the circuit breaker and pool each broil element so you can use a multimeter. Remove one wire from the element and check the continuity between the contacts.
In case if there is no continuity, you should replace the element(s).
They both are identical.
