What happens & when:Machine agitates, it then tries to spin and drain, but it can’t do it, keeps trying every few minutes.

If the drain pump drive belt is removed and the washer set to a spin cycle, will it spin? If not, the next step would be identifying if the spin basket has anything stuck between the basket and the outer tub that might be preventing the basket from spinning. If there is nothing between the basket and outer tub, the drive pulley can be rotated counter-clockwise (see attached image) to identify if the brake will disengage manually and allow the basket to spin. This will have a fair amount of resistance due to the brake spring being compressed when the brake is disengaging during a spin rotation. Does the washer spin with the drain pump belt removed? Was there something between the spin basket and outer tub? Was the spin basket able to rotate when the pulley was manually turned?
